| TIF Information Tax Increment Financing districts, or TIFs, are used in areas of the city that struggle to retain or attract housing, jobs and commercial activity. Chicago established its first TIF district in the 1980s. Since then, more than 140 TIF districts have been established in the city. Before an area becomes a TIF district, it must be studied, evaluated and presented to the public for input. This process can take several months. At the end of this review process, the proposal is introduced at a City Council meeting, referred to the Committee on Finance and, if approved, voted on by the full City Council.
