Clerk Valencia Announces Release Of Request For Proposals For Municipal ID Program Technology
Chicago City Clerk Anna Valencia and Mayor Rahm Emanuel announced today that the City is taking the next step towards creating the Municipal ID program for all Chicago residents, regardless of housing status, immigration, criminal record, or gender identification. Today, the Office of the City Clerk released a Request for Proposal (RFP) for the technology and services to support the Municipal ID program.
“Chicago’s strength lies in its diversity, and we are proud to be a City that welcomes all communities,” said Mayor Emanuel. “An individual’s background should never be a barrier to participating in the economic, social or cultural life of Chicago; with this program, we ensure that all Chicago residents have the identification they need to access vital services.”
“We are committed to creating a more inclusive and accessible city for all Chicagoans, and this RFP will help us achieve a technical solution that strikes the right balance between making the ID both secure and accessible,” said Clerk Anna Valencia whose office will be administering the program. “Privacy and security are our top priority and we seek a vendor to develop a solution that incorporates the latest technology standards in IT security and confidentiality as well as integrates existing City services into one card.”
The Office of the City Clerk will be seeking a vendor to procure services, technology and hardware to:
- Print Municipal ID cards;
- Store minimal data with respect to those applicants;
- Efficiently integrate existing City services into one card; and,
- Allow for fraud prevention.
In addition to creating a card that is secure, the RFP solicits vendors that can print cards in Chicago’s 50 Wards and at off-site locations in partnership with other departments, such as libraries, or community organizations. This portable technology will allow for the City Clerk’s Office to meet constituents where they are, build trust within communities and allow for increased access to getting the identification.
The Chicago’s Municipal ID program has been in development since 2015. In the fall of 2016, $1 million was put aside in the City Budget and in the spring of 2017, an Ordinance solidifying the program was passed in City Council with overwhelming support. City Clerk Valencia also launched a listening tour to solicit feedback about the Municipal ID program from constituents all across the city and has held over 40 roundtables to date.
Responses to the RFP are due by August 29, 2017. A pre-submittal conference is tentatively scheduled for August 7, 2017, at City Hall, 121 N. LaSalle St., Room 103.
