Clerk Valencia introduces resolution to add transparency and accountability to sister agencies
CHICAGO – City Clerk Anna Valencia filed a resolution (R2025-0016044) today in partnership with Alderman Scott Waguespack (Ward 32) calling for the Committee on Ethics and Government Oversight to establish a subcommittee to look at the process for appointing board members at sister agencies and establish best practices relating to transparency, accountability and the democratic process.
“As the current landscape of our federal government raises questions about checks and balances, it’s important to revisit the processes our City follows and reinforce the public’s right to know what their government is doing,” Valencia said. “This not only provides clarity, but it also rebuilds trust between government and the people we serve.”
Furthermore, the subcommittee is charged with streamlining the way Council receives updates from our sister agencies. Suggestions for doing so include periodic reporting requirements to the City Council for each sister agency outlining their work and financial status, as well as determining whether earlier notice to all City Council members and the public should be required when board appointments are being considered.
“Decision-making between sister agencies and City Hall requires full openness and transparency by appointed and elected government officials,” Waguespack said. “This subcommittee would be another step toward making the governing process open to all Chicago taxpayers and I look forward to seeing it move forward.”
Sister agencies include Chicago Housing Authority, City Colleges of Chicago, Chicago Park District, Chicago Transit Authority and Chicago Public Schools. They have their own budgets and operate through their boards.
